cryptocurrency is a more stable and safer asset then any other asset they can obtain in some countries such as china (it is not possible to own a home in china and the stock market is unstable)
i would concede that even with the incredible shortcomings of cryptocurrency, there are some scenarios you can construct in which it could be better to hold than the currency of the country itself. however, these reasons don't apply to the usa / first world countries like canada or eu, and to the question of if monero ought to be celebrated or shunned (or maybe even legal or banned)

safety from oppressive governments that can and would cause harm to you for transactions that they see as unlawful because it may harm their control over their population or they don't support basic human rights and supporting any organizations that support actions they don't like or receiving support from such organizations would result in harm to the user of such system

this activity will happen with any banking system, they are still a minority of transactions and the same is true with traditional banking.

the traditional banking system is bound by laws but monero is not. this is a fundamental difference that you can't wave away by saying "the same is true with normal banking". normal banks can and will go after people doing illegal things such as money laundering. this is
impossible in monero.
illegally obtained coins must still be laundered the same as cash but may be laundered via internet businesses instead is probably the only "downside"
correct, both CAN be laundered, but cash has serial numbers and can be traced, monero cannot
